This headline is given in such a way that it dismisses several parts of the actual news story. This makes it very easy to twist the story to the other side of the political spectrum for example:

personally i find the fact that te have not used th name of the new justice until the end of the headline ver interesting. This could connote many things like the strory is being presented as a story about Donald Trump not one abut the new justice.
